The Commission on Filipinos Overseas (CFO) is mandated to conduct registration for all Filipinos leaving the country as emigrant or spouses and other partners of foreign nationals. This provision was reinforced through the enactment of RA 10364, the “Expanded Anti-Trafficking in Persons Act of 2012”.

 

One of the purposes of this registration is to generate data of Filipino emigrants which become the basis for policy formulation and program development. The registration process consists of the issuance of CFO to departing Filipinos with resident or spouses visas documents – the Emigrant Registration Sticker and Guidance and Counselling Certificate, respectively. These in turn are verified by Immigration Officers at the different exit points of the Philippines.

 

The above mentioned CFO clientele are also required to undergo the appropriate pre-departure programs:

  1. Pre-Departure Orientation Seminar (PDOS)

  2. Country Familiarization Seminar (CFS)

  3. Peer Counselling Program (PCP)

  4. Guidance and Counselling Program (GCP)
