All applications for immigrant visas must be made in person. In the case of a minor under fourteen (14) years of age, the application may be made for him by any person who, in the opinion of the consular officer, is responsible for his welfare. The minor (not an infant in arms) shall be required to appear at the consular office for interview, accompanied by the person applying on behalf of the minor.

The consular officer shall require applicants, whether under the quota or non-quota categories, to accomplish FA Form No. 3 in duplicate at the Embassy. Applicants shall submit the following documents:

The requirements in applying for an Immigrant Visa are:

• Letter of application from Filipino spouse
• General application form duly accomplished and notarized (FA Form No. 3)
• 2X2 picture to be attached to the application form
• Birth Certificate of applicant Filipino spouse duly authenticated by PSA and apostilled by the Department of Foreign Affairs. In the absence of a birth certificate, submit the following:
  • Certification of the Local Civil Registrar of the Philippine Statistics Office of its loss or non availability
  • Any public document which will establish the Filipino citizenship
  • Affidavit of two (2) disinterested persons indicating name and nationality of parents, place and date of birth of applicant
• Marriage Contract duly authenticated by PSA and apostilled by the DFA
• Certificate of legal capacity to contract marriage issued by the Embassy of Consulate of the alien spouse, or official family register with authentic Interpretation as certified by the Philippine Embassy or Consulate
• Joint Affidavit of legal capacity to contract marriage, stating any previous marriage(s) and the manner by which marriage was dissolved
• If alien spouse as previously married, a true copy of the divorce decree, dissolution of marriage or death certificate, as the case may be, duly authenticated
• Birth Certificate of minor unmarried children under 21 years, if Any, duly authenticated by PSA and apostilled by the DFA;
• Joint Affidavit of financial capacity and support executed by the applicant and the alien spouse with supporting documents such as land titles and other evidence of ownership.
• Medical Certificate from the Bureau of Quarantine that applicant, spouse and unmarried children are not afflicted with any contagious, dangerous and loathsome disease. (FA Form No. 11)-attested by Oman Ministry of Foreign Affairs, Phil. Embassy
• AIDS Certification
• Police Clearance - attested by Oman Ministry of Foreign Affairs, Phil. Embassy
• Copy of passport of alien spouse and children showing date of arrivals and validity of stay

A temporary visitor’s visa is the visa issued to a foreigner traveling to the Philippines for a limited period.  The activities that may be lawfully conducted during the temporary stay in the Philippines are activities as a tourist (sightseeing, food tours, shopping, etc.), participation in sports events or programs, health reasons and/or medical procedures, short-course training or study, visit to one’s family, activities related to religious, cultural, or scientific purposes, or business.

This is not the appropriate type of visa for those who will take up employment in the Philippines, study to obtain a degree or title, or immigrate to the Philippines.

REQUIREMENTS FOR A TEMPORARY VISITOR'S VISA:

• Personal appearance of the applicant;
• Original passport valid for at least six (6) months beyond the intended period of stay in the Philippines;
• Copy of passport data page and any amendment to the passport’s information;
• Duly accomplished visa application form;
• 1 passport-size (2x2) colored photo;
• Confirmed or reservation tickets for return or onward journey to the next port of destination;
• ROP Police Clearance (for first time applicant);
• Residence ID Card; and
• Payment (cash only) of visa processing fees according to visa applied for

ADDITIONAL REQUIREMENTS:

For tourism or business visitors:

1. Certificate of Employment (for employees) or copy of Business Registration Certification (for business owner) with English translation;

• If the applicant is a student, the applicant may request for a letter from the academic institution, college or university for a letter (in English or with English translation) certifying that the applicant is its student; otherwise,
• If the applicant is not employed or connected to a business but is aged 21 and above, Affidavit of Support of the person on whom the applicant is dependent financially, with a copy of the affiant’s bank statement;

2. Copy of hotel reservation in the Philippines;

• In lieu of hotel reservation, letter of invitation from a Filipino citizen or foreign resident in the Philippines indicating that the applicant will stay at the inviter’s residence, with copy of passport/other Philippine Government-issued ID of person inviting the applicant;

3. Bank statement showing the applicant’s financial ability to support himself/herself in the Philippines and that he/she will not be a burden to the state;

In lieu of the applicant’s bank statement, Affidavit of Support with a copy of the bank statement of the person inviting the applicant; the Affidavit of Support must be apostilled by the Department of Foreign Affairs (DFA);

4. If attending a program or event, such as sports, cultural festival, conventions, exhibitions, etc., letter from the organizer on the event;

• If the organizer is in the Philippines, the organizer should address its letter to the Department of Foreign Affairs – Office of Consular Affairs endorsing the visa applicant(s).  The visa will be issued
• If the organizer is in Oman, the organizer should address its letter to the Ambassador endorsing the visa applicant(s).

5. If the applicant will undergo medical treatment in the Philippines, original letter from the attending physician, with attached copy of valid PRC ID, PRC Certificate of Registration/License or Special Temporary Permit.

For minor children below 15 yrs. old traveling to the Philippines unaccompanied by or not Joining a Parent in the Philippines

1. Affidavit of consent by either parent or legally appointed guardian of the minor applicant, naming the person(s) who will accompany the minor applicant to the Philippines and with whom the child will stay while in the country;

2. Parent(s) or legal guardian(s) of the minor applicant must send a letter of request to the Commissioner of Philippine Immigration (This email address is being protected from spambots. You need JavaScript enabled to view it.) for a Waiver of Exclusion Ground (WEG).

The WEG Order will be issued by the Bureau of Immigration (BI) at the port of entry upon submission by the WEG applicant of the requirements.

Travelers on Board A Privately-Owned Yacht or Sailboat

Travelers to the Philippines on board privately owned yachts and sailboats are required to apply for temporary visitor's visas, and to provide the following particulars of the yacht/sailboat and its crewmembers:

1. Crewlist;
2. Nationality/Citizenship;
3. Passport details of the crew;
4. Vessel to be used for entry: type, name, registration, call sign, and other particulars;
5. Estimated date of entry into the Philippine territory;
6. Port/Area of entry (Philippine waters);
7. Estimated period of stay in the Philippines;
8. Character reference/shipping agent in the Philippines (if any); and
9. Purpose of visit

Upon entry into the Philippines, the crew of the yacht and sailboats are required to register immediately with the nearest Coast Guard Station and submit the yacht/sailboats to Customs, Immigration and Quarantine inspections.

News correspondents, Journalists and Cinema/Television Groups

Foreign news correspondents, journalists and cinema/television groups visiting the Philippines in pursuit of their profession are required to apply for a temporary visitor's visas, with the following additional requirements:

1. Curriculum vitae of newsmen/journalists;
2. Shortlist of work credits;
3. Copy of one (1) sample article written by the applicant;
4. Background of media organization, including target market/audience, circulation, format; and
5. Administrative arrangements for the work in the Philippines, as follows:
   1. List of members of the reportorial team, nationality and passport details;
   2. Planned itinerary and activities, with storyline for any films to be made;
   3. List of equipment to be brought by each team member, with certification from the media organization that said equipment will be re-exported at the end of the trip to the Philippines;
   4. Flight details (arrival and departure); and
   5. For each team member, one (1) photograph, sixe 1"x1", to be submitted to the International Press Center (IPC) for the issuance of accreditation card.

Foreign Nationals who wish to take up a short-term non-degree course

Foreign students who wish to take up a short-term non-degree course, like language and computer courses, must apply for a temporary visitor's visa. Upon arrival in the Philippines and acceptance by the school/institution authorized by the Bureau of Immigration to accept foreign students, he/she should apply for a Special Study Permit at the Bureau's Student Desk, together with the following documents:

1. Letter of request;
2. Certificate of Acceptance from the school accredited by the Bureau of Immigration to accept foreign students;
3. Photocopy of passport reflecting the applicant's authorized period of stay;
4. Affidavit of Support and Proof of Financial Capacity; and
5. Apostilled Birth Certificate.

Notes:

1. Issuance of a Philippine visa cannot be demanded as a right. Visa applicants who are rude, condescending towards Consular staff, or say derogatory things (or post these on social media, newspapers and/or other media outlets) about Filipino citizens, its culture, its country, etc., may be denied service.  Visa applicants who have been put on the Philippine Immigration blacklist due to undesirable behavior towards Filipino citizens, in the Philippines or in Oman, will not be entertained.
2. Payment is for accepting and processing the visa application, not for the visa itself.  Payment is non-refundable once the application has been processed.
3. Applicants are advised to submit the complete requirements for their visa application at least 14 days before scheduled departure to ensure that they will receive approval for the issuance of their visas in time.  Applicants for multiple-entry one-year visas are advised to submit their applications at least one (1) month prior to their scheduled travel to the Philippines.
4. Issuance of a Philippine visa by the Philippine Embassy does not guarantee entry to the Philippines.  The Philippine Immigration authorities have the final say on admitting the visa holder at the port of entry in the Philippines.
5. Holders of 3-month, 6-month or 12-month visas must exit the Philippines on or before the 59th day from initial entry.  Those with multiple-entry visas may re-enter the Philippines for another stay of 59 days, and repeat the process, until the validity of the visa is exhausted.  Failure to exit the Philippines at the required period(s) can incur for the visa holder overstaying charges by Immigration authorities upon their departure from the Philippines.
